Expands West Virginia's Literacy-Based Promotion Act to cover students in grades 4-8, building on the existing K-3 literacy program

Requires the State Board of Education to provide professional development for teachers, literacy coaches, and other personnel on science of reading methods, including explicit instruction in phonological awareness, decoding, fluency, vocabulary, and comprehension

Mandates universal screening assessments three times per year (within first 30 days, midyear, and end of year) to identify students with significant reading deficiencies

Prohibits use of the "three-cueing" method of teaching word reading in intervention resources and instructional materials

Requires annual reporting to the Legislature by December 1 on program implementation, including number of students identified and served, participating schools, and literacy outcome data, with an effective date of July 1, 2027
