Creates Education Savings Accounts (ESAs) funded by federal education block grants, distributed equally on a per-student basis to parents of K-12 students residing in West Virginia

Allows ESA funds to be used for private school tuition, homeschool curriculum, online courses, textbooks, tutoring, special education services, transportation, and college savings contributions

Strips the West Virginia State Board of Education of all regulatory, policymaking, and oversight powers, reducing it to only a pass-through mechanism for transferring federal funds to the ESA program

Assigns the State Treasurer responsibility for administering ESAs, including creating an online portal for parents, approving vendors, conducting fraud audits, and reporting annually to the Legislature

Establishes parental rights to direct their child's education without government interference and prohibits discrimination against families based on their choice of educational provider
