Abolishes the West Virginia Health Care Authority on January 1, 2027, transferring all records, assets, and equipment to the Department of Health

Eliminates all authority employment positions upon termination, though the Secretary of Health may hire former employees into vacant department positions under the classified-exempt service system

Transfers any remaining balance in the Certificate of Need Program Fund to the state's General Revenue Fund after January 1, 2027

Requires the Secretary to propose repeal of all CON-related administrative rules for consideration during the 2027 regular legislative session
