Authorizes the sale of custom-slaughtered meat (beef, pork, lamb, goat) directly from producers to consumers, retailers, restaurants, and institutions within West Virginia without USDA or state inspection requirements.

Requires meat processed under this act to be labeled "Processed in a custom-exempt facility. Not for interstate commerce" and prohibits any sale outside West Virginia's borders.

Custom-exempt facilities must maintain federal custom-exempt status, keep records of livestock sources and meat recipients, and comply with federal sanitation standards for custom operations.

Prohibits the West Virginia Department of Agriculture, counties, municipalities, and local health departments from imposing additional inspection requirements or restrictions beyond those specified in the act.

Shields producers and custom-exempt facilities from civil liability when consumers voluntarily purchase properly labeled meat, except in cases of gross negligence, reckless misconduct, or intentional harm; effective date is July 1, 2026.
