Allows any West Virginia county to opt into a pilot program replacing the standard School Aid Formula with block grant funding of $5,775 per enrolled student based on December 2025 enrollment

Participating counties receive a 1% annual funding increase contingent on enrollment growth and gain full local control over salaries, benefits, class sizes, and school calendars

Exempts participating counties from state staffing ratios, service personnel quotas, and central salary schedules under §18-5-18 and §18A-1-1, while maintaining compliance with the Third Grade Success Act and federal requirements

Caps administrator salaries at 7% of the participating county's total annual budget, covering superintendents, principals, directors, supervisors, and other administrative personnel

Program begins July 1, 2026, with a mandatory review by the Legislative Oversight Commission on Education Accountability by July 1, 2031, at which point it will sunset or be extended
