Creates the Southern Coalfield Resiliency and Revitalization Program for an initial period of five years to support economic development in Boone, Logan, McDowell, Mingo, and Wyoming counties

Establishes a Revitalization Council coordinated by the Division of Economic Development, comprising state agency representatives, county commission members from all five counties, and representatives from Southern West Virginia Community and Technical College, WVU, and Marshall University

Council members shall not be compensated for their services or reimbursed for expenses, and the Division may not create new positions or hire additional employees to implement the program

Requires the Council to develop rapid response strategies for attracting new enterprises, conduct assessments of reclaimed mine sites and abandoned industrial complexes, and report annually to the Governor and Joint Committee on Government and Finance

Prioritizes leveraging West Virginia's natural resources and energy sources (coal, oil, natural gas) to decrease manufacturing costs and support existing industries in the Southern Coalfield region
