Preserves motorcycles' right to full use of a single traffic lane and prohibits other motor vehicles from depriving motorcycles of full lane use

Provides exceptions when directed by law enforcement, avoiding immediate hazards or debris, or participating in permitted parades or escorted rides with traffic control

Establishes misdemeanor penalties: up to $100 fine for first offense, $200 for second conviction within one year, and $500 for third or subsequent convictions

Authorizes the Division of Highways and Division of Motor Vehicles to incorporate these provisions into driver licensing and motorcycle safety educational materials
