Requires the Commissioner of Highways to develop a formula for allocating state and federal road funds among West Virginia's 10 highway districts, to be submitted to the Legislature for approval as a legislative rule during the 2027 session

Mandates that 20% of the state road fund be set aside to reimburse counties for road construction, reconstruction, and maintenance expenses they paid using local revenue sources, distributed on a matching or pro rata basis

Requires the funding formula to consider six factors: county population, population growth, total lane miles, vehicle miles traveled, heavy truck miles traveled, and number/condition of bridges

Establishes a public comment period with at least six weeks for input, requiring the commissioner to use multimedia outreach and post all comments on the department's website before finalizing the formula

Guarantees that no district receives less funding than the highest amount received in the previous five fiscal years, unless the overall Division of Highways budget is reduced
