Adds new definition of "transient residence" for sex offenders without permanent addresses, defined as any location where the person stays for 3 or more days during a calendar year, including places with no specific street address

Requires registered sex offenders to update their registration information within 10 business days of any change, and allows reporting of transient residence when no permanent or temporary address exists

Consolidates existing definitions (business days, mental abnormality, predatory act, sexually motivated, sexually violent offense, sexually violent predator) into a new dedicated definitions section (§15-12-1b)

Updates terminology to reflect current agency names, changing "Commissioner of Corrections" to "Commissioner of Corrections and Rehabilitation" and "regional jail administrator" to "regional jail supervisor"

Requires an annual $125 registration fee paid between January 1 and June 30, with funds directed first toward mental health services for current and former State Police employees
