Expands West Virginia's annual capitation rate review to include three additional programs: Aged and Disabled Waiver (ADW), Personal Care (PC) Services, and Traumatic Brain Injury Waiver (TBIW), alongside the existing Intellectual and Developmental Disabilities Waiver (IDDW) program

Requires the Bureau for Medical Services to review reimbursement rate adequacy for all four programs and recommend adjustments for inflationary costs, contract amendments, and personnel recruitment/retention

Mandates that contracted providers in all covered programs submit financial data to assist with the annual study

Requires the Bureau to compare equivalent programs both in-state and out-of-state to determine appropriate reimbursement rates

Annual report with findings, conclusions, and draft legislation must be submitted to the Joint Committee on Finance beginning July 1, 2024
