Commissioner of Highways must annually prepare and present to the Legislature a comprehensive highway paving plan for routine repaving of all normally asphalt-surfaced roads

Plan must establish a routine repaving schedule for each class of paved highways

Each Division of Highways district engineer must prepare district-specific and county-specific plans for their respective areas

Plan must include an assessment of equipment and personnel needs to fulfill repaving goals

Commissioner must provide the Legislature with estimated funding requirements for appropriations and budgeting to fully implement the plan
