Creates the Mobile Career and Technical Education Classroom Program within the West Virginia Department of Education to address inequitable access to career training and specialized instruction in rural and coalfield counties

Permits funds to be used for purchasing buses or vehicles for conversion into mobile classrooms, renovation and equipping of mobile units, and instructional equipment and technology

Authorizes mobile classrooms for career and technical education, workforce training, fine arts instruction, and other department-approved specialized educational programs

Prohibits funds from being used to purchase standard pupil transportation buses that are not converted for instructional use

Gives preference to applicants who submit joint applications with county commissions, career and technical centers, workforce development entities, or regional education service agencies
