West Virginia's 55 county-based school districts must be consolidated into 10-15 regional districts by July 1, 2030

Establishes the Commission on School District Reorganization with approximately 15 members including the State Superintendent, legislative education committee chairs, State Board of Education president, teacher organization representatives, and county superintendents

Commission must develop a consolidation plan specifying the number of districts, staffing levels for administrators and educators, estimated operating costs, student enrollment projections, and proposed office locations for each new regional district

Commission members serve without compensation and the Department of Education must provide all required assistance to support the commission's work

Final consolidation plan with proposed statutory changes must be submitted to the Legislature by December 1, 2027 for introduction during the 2028 regular session
