Authorizes the Director of the Division of Administrative Services to enter into agreements with law enforcement agencies within the Department of Homeland Security, including the West Virginia State Police, to apply for and administer federal grants exclusively available to law enforcement agencies

Updates statutory references from "Department of Military Affairs and Public Safety" to "Department of Homeland Security" to reflect current departmental naming

Applies to federal grant programs that are either exclusively open to law enforcement agencies or limited to entities invited by the federal grant program

Amends §15A-2-4 of the West Virginia Code regarding criminal justice and grant administration powers
