Requires all state jails, regional jails, correctional facilities, and juvenile detention centers in West Virginia to provide free feminine hygiene products (tampons and sanitary napkins) to female inmates and juveniles

Mandates that products must be provided based on the individual's choice as soon as practicable upon request, but no later than eight hours after the request is made

Amends three sections of West Virginia Code: §15A-4-13 (corrections management), §28-5C-3 (new section for female felons), and §49-2-906 (juvenile services)

Explicitly exempts feminine hygiene products from the existing inmate fee system that allows charges up to $25 for certain medical services
