Establishes the MOBILE ID Act (Mobile Outreach for Bound or Immobile Lifelong Ensurance of Identification Program) within the West Virginia Division of Motor Vehicles to provide in-home and long-term care facility ID services statewide

Eligibility requires West Virginia residency and medical certification from a licensed physician, physician assistant, or advanced practice registered nurse documenting inability to travel to a DMV office

Authorized services include in-home visits to capture photographs, signatures, and other information needed for driver's licenses or state ID cards, plus identity verification and fee collection

Safety protocols require at least two authorized personnel for all in-home visits, with appointments to be offered within 30 days of request

Takes effect January 1, 2027, with annual reporting to the Governor and Legislature beginning December 1, 2027, covering program utilization, staffing, costs, and recommendations
