Requires all health insurance policies in West Virginia to cover habilitative and rehabilitative speech therapy for stuttering treatment, effective July 1, 2026.

Prohibits insurers from imposing annual benefit limits, visit caps to speech-language pathologists, or requiring prior authorization or medical necessity determinations for stuttering treatment.

Coverage cannot be denied or limited based on whether stuttering is classified as developmental or based on the underlying disease, injury, or disorder causing the condition.

Mandates coverage for both in-person and telehealth speech therapy services, with telehealth platforms required to be HIPAA-compliant.

Applies to multiple insurance categories including public employees insurance, accident and sickness insurance, group insurance, hospital/medical service corporations, health care corporations, and health maintenance organizations.
