Lowers the eligibility age for senior citizen tuition waivers at West Virginia public colleges from 65 to 60 years old

Expands eligibility to include "metro area students" (certain nonresidents) in addition to West Virginia residents

Maintains two program options: audit courses without credit (maximum $50 per course) or take courses for credit at no more than 50% of normal resident tuition rates

Caps differential tuition for qualified nonresident students at 50% of the West Virginia resident rate for non-credit courses

Requires classroom space availability and allows governing boards to set policies on laboratory fees, parking fees, and enrollment priority
