Establishes a statutory right for individuals to obtain contraceptives and engage in contraception, with a corresponding right for health care providers to provide contraceptives and related information

Defines "contraceptive" broadly to include oral contraceptives, IUDs, hormonal implants, emergency contraceptives, condoms, injectables, vaginal barrier methods, patches, and rings approved by the FDA

Prohibits the state or any locality from restricting the sale, provision, or use of FDA-approved contraceptives, or from penalizing anyone who assists another person in obtaining contraception

Requires any defense of restrictions on contraception access to prove by clear and convincing evidence that the limitation significantly advances safety and no less restrictive alternative exists

Allows the Attorney General, health care providers, patients, or any adversely affected party to bring civil actions against violators, with courts authorized to grant injunctive relief and invalidate unlawful restrictions
