Directs the office to serve as a point of contact for businesses in operation five years or less, assisting with state agency interactions and referring them to appropriate resources

Requires annual reports to the Legislative Commission beginning two years after creation, detailing state contracts awarded to new businesses including breakdowns by demographic segments, geographic areas, and ownership by women, minorities, or veterans

Sets a goal encouraging five percent of total state contracts to be awarded to businesses operating five years or less with principal operations in West Virginia

Designates all records, files, and communications of the Office of Entrepreneurship as confidential and not subject to public records requests
