Defines "excessive accumulation" as solid waste covering more than 200 square feet, more than 5 cubic yards of loose trash, more than 3 junk vehicles visible from public roads, more than 50 outdoor tires, or any leaking hazardous materials

Requires written notice to property owners with a 30-90 day cure period before penalties, with options for administrative hearings, extensions, or hardship waivers for age, disability, or financial circumstances

Imposes civil fines up to $100 per day (maximum $5,000 per year per property) for non-compliance, with unpaid fines recorded as property liens; criminal misdemeanor charges possible for willful refusal to comply with court orders

Exempts normal agricultural operations, farm equipment storage, and permitted timbering, mining, oil, gas, or industrial activities; prohibits enforcement based solely on aesthetics or subjective complaints
