Creates the West Virginia Rural Littering and Illegal Dumping Prevention Act to establish enhanced enforcement, cleanup programs, and dedicated funding for combating illegal dumping in rural areas

Elevates large-scale dumping (500+ pounds or 216+ cubic feet) from a misdemeanor to a felony, with fines increased from $2,500-$25,000 to $5,000-$50,000 and maximum imprisonment raised from one year to five years

Establishes the Rural Illegal Dumping Prevention Fund to finance cleanup programs, grants to county solid waste authorities, public education campaigns, and enforcement equipment purchases

Adds 50% enhanced fines for dumping within 1,000 feet of protected waters or wetlands, and authorizes forfeiture of vehicles, trailers, or equipment used in illegal dumping

Authorizes counties to designate Litter Control Officers with powers to investigate dumping sites, issue citations, and collect evidence for prosecution, with financial assistance available from the new prevention fund
