Allows local governments to enter into legal agreements with the West Virginia Land Stewardship Corporation to serve as a land reuse agency within their jurisdiction

Grants the Land Stewardship Corporation all powers and prohibitions of a local land reuse agency for the duration of any such intergovernmental agreement

Amends two sections of West Virginia Code: §31-18E-4 (West Virginia Land Reuse Agency Authorization Act) and §31-21-5 (West Virginia Land Stewardship Corporation)

Adds entering agreements with local governments as an enumerated power of the Land Stewardship Corporation under its statutory authority
