Requires individuals who panhandle to obtain a state license or county permit from the sheriff, presenting valid ID and keeping both ID and permit at the solicitation site

Prohibits panhandling at bus/train stops, in public transit vehicles, within 200 feet of federal highways, within 150 feet of ATMs/banks/schools, within 100 feet of commercial entrances, and within 50 feet of crosswalks

Restricts panhandling hours to between 9am and 6pm only

Establishes misdemeanor penalties of $100 for first offense, $250-$1,000 for second offense, and permit revocation plus harassment charges for third offense

Exempts fire departments, school extracurricular organizations, and registered 501(c)(3) nonprofit organizations from the permit requirements
