Requires registration for convictions under animal cruelty statutes (§19-20-12(a), §19-20-24, §61-8-19, §61-8-19a, §61-8-19b, §61-8-19c) or equivalent offenses from other jurisdictions

Mandates registrants notify State Police within 10 business days of any changes to residence, address, or other required information

Registration duration is 10 years from release from incarceration or placement on probation/parole, with removal available if conviction is overturned

Requires registrants to pay an annual fee of $125 between January 1-30, with funds directed to State Police mental health services for employees and general operations
