Requires driver's licenses, instruction permits, and identification cards issued to noncitizen legal residents to display "NC" designation on the back under the restrictions section

Makes licenses and ID cards with the "NC" designation invalid as voter identification documents at polling places

Clarifies that while noncitizens may lawfully obtain West Virginia driver's licenses and ID cards if they meet state and federal residency requirements, these documents cannot be used to satisfy voter ID requirements

Amends both the state election code (§3-1-34) and motor vehicle licensing code (§17B-2-1) to implement the new requirements
