Consolidates workforce development grants under the WV Council for Community and Technical College Education into four programs: Technical Program Development, WV Advance, Learn and Earn, and Skilled Trades Apprenticeship Nontraditional Degree (STAND)

Allows Learn and Earn grants to be awarded as block grants covering multiple student internships, with employers required to provide dollar-for-dollar matching funds for student intern wages

Increases maximum Medical Student Loan Program awards from $10,000 annually to $20,000 per academic year, changes service commitment from months to years, and allows interest rates to be set by the Vice Chancellor rather than fixed at 9.5%

Combines the Higher Education Grant and Higher Education Adult Part-Time Student Grant into a single program that now allows part-time enrollment

Replaces health sciences scholarship language with loan repayment provisions, requiring the commission to pay awards directly to federal loan service providers rather than to individual recipients
