Expands West Virginia's involuntary commitment process pilot program from 3 counties (Cabell, Berkeley, and Ohio) to 6 counties by adding Hampshire, Morgan, and Wood Counties

Allows the Supreme Court of Appeals, mental health facilities, law enforcement, Department of Human Services, and Department of Health Facilities to participate in these pilot projects

Maintains the prohibition on using alternative transportation providers until standards are developed defining their role, scope, regulation, and training requirements

Requires mental health centers to provide qualified licensed personnel for prompt commitment evaluations, conducted in person unless delay would result, in which case videoconference is permitted
