Authorizes the Secretary of State to grant up to 14 additional days for compliance for good cause and to negotiate settlement agreements including installment payment plans

Mandates referral of civil penalties outstanding for more than 30 days to a licensed debt collection agency for collection

Applies penalties based on the greater of a flat amount ($100 first offense, $200 subsequent) or a percentage (10-15%) of cash on hand plus contributions received during the reporting period
