Increases the service of process fee charged by the Secretary of State from $15 to $20 for acceptance, indexing, and recordation of service of process for corporations, limited partnerships, LLCs, and other business entities

Raises shipping and handling fees for certified mail service of process within the United States from $5 to $15

Increases shipping and handling fees for registered mail service of process outside the United States from $15 to $20

Expands fee exemptions for veteran-owned and active-duty member businesses to include foreign (out-of-state) business entity registration fees, including certificates of authority for corporations and LLCs, and registration of foreign partnerships, associations, and trusts

Deposits shipping and handling fee revenue into a special revenue account for operation of the Secretary of State's office
