Sets the Secretary of State's bad check fee at no more than $5 plus any amount passed on from a financial institution when a check, money order, or automatic bank transfer is rejected or declined for insufficient funds, invalid account numbers, closed accounts, or other reasons

Authorizes the Secretary of State to waive or reduce administrative late fees for annual report filings when delinquency was caused by circumstances beyond the filer's control, considering factors such as compliance history and evidence supporting the request

Requires the Secretary of State to develop an official veteran-owned business logotype within 60 days and create an application process within 90 days for veteran-owned businesses to apply for use of the logotype

Mandates that annual reports include an email address for informational notices and filing reminders, unless there is a technical inability to comply

Allows the logotype application to include a voluntary contribution option for the West Virginia Veterans' Home Loan Mortgage Fund
