Creates a statewide initiative requiring the West Virginia State Board of Education and county boards of education to develop programs promoting teacher careers to underrepresented groups, defined as minorities, males, and persons from rural, isolated, or impoverished areas.

Establishes the "Scholarship Fund for Underrepresented Groups as Educators" with $10 million in annual state appropriations, divided equally among three recipient categories: males, minorities, and applicants from isolated/rural/impoverished areas.

Requires scholarship recipients to work full-time in an education-related field in West Virginia for one year per year of scholarship received, or repay the scholarship with interest.

Sets eligibility criteria including enrollment in an education certification program, with selection based on GPA, extracurricular activities, financial need, academic standing, and a written essay demonstrating interest in education.

Mandates the higher education governing boards to propose legislative rules by December 1, 2026, governing scholarship administration, selection procedures, renewal conditions, and repayment terms with a maximum 10-year repayment period.
