Creates a "Juvenile Justice Account" as a special revenue fund in the State Treasury to receive state savings from reduced out-of-home youth placements, with funds used for evidence-based programs, pilot services, and committee operations

Grants subpoena power to the Juvenile Justice Reform Oversight Committee to obtain data, reports, and evaluative materials from any agency or government branch (previously the committee could only "request" such information)

Requires the committee to calculate averted costs to both state and federal government from reduced youth out-of-home placements and recommend reinvestment of those savings into alternative community-based services

Expands mandatory data collection to include average length of stay for out-of-home placements, average daily population in facilities by type and agency, and costs broken down by facility, placement level, and agency

Makes all juvenile justice data collected under these provisions public information available for public review
