Requires the Division of Corrections and Rehabilitation to assist juvenile and adult offenders in obtaining a Social Security number and card, birth certificate, and driver's license from the time of their arrival at a correctional facility

Mandates these identification documents be provided to offenders prior to their release from the facility

Excludes inmates convicted of offenses involving unlawful operation of a motor vehicle from obtaining a driver's license through this program

Amends §15A-3-4 of the West Virginia Code to add this requirement to the commissioner's powers and duties
