Creates the Mountaineer Games Sports League (MGSL) to provide organized recreational sports opportunities for West Virginia residents at little to no cost, with the goal of improving public health through physical activity

Establishes a seven-member board of directors appointed by the Governor to manage the league, with members serving four-year terms and meeting as needed with four members constituting a quorum

Requires league affiliates to be institutions of higher education, community and technical colleges, or other local organizations (such as labor unions) that apply to participate

Offers nine sports including basketball, baseball/softball, flag-football, volleyball, tennis, cycling, golf, soccer, and weightlifting, with competition divisions for high school students, adults 18+, masters 50+, and college students

Creates the Mountaineer Games Governor's Cup beginning in 2026-2027, requiring West Virginia University and Marshall University to schedule annual matchups between all school-sponsored athletic teams, with the school winning the most matchups awarded a trophy
