Amends West Virginia Code to require "special consideration" be given to municipalities seeking to join the Municipal Police Officers & Firefighters Retirement System (MPFRS) for their paid firefighters

Adds the special consideration language to four sections of existing law: the definitions section (§8-22A-2), refunds and forfeitures section (§8-22A-16), and both special authorization sections for municipal police/firefighters hired after July 1, 2015 (§8-22A-33 and §8-22A-33a)

Does not define what "special consideration" means or establish specific criteria, procedures, or timelines for how municipalities would receive this consideration

Builds upon existing provisions that allow municipalities whose police/firefighters participate in the Public Employees Retirement System to elect to join MPFRS for employees hired on or after July 1, 2015
