Extends West Virginia's "Daniel's Law" personal information protections to current, former, and retired members of the state Legislature, adding them to existing protections for judicial officers, prosecutors, public defenders, and law enforcement officers

Prohibits state and local government agencies from disclosing home addresses or unpublished phone numbers of legislators and their immediate family members without written permission

Prohibits private persons, businesses, and associations from disclosing legislators' personal information when a reasonable person would believe it could expose them to harassment or risk of harm

Allows civil actions for violations with minimum damages of $1,000 per violation, plus potential punitive damages and attorney's fees

Makes willful refusal to remove personal information within 24 hours of a written request a misdemeanor punishable by up to $1,000 fine, six months in jail, or both
