Establishes a three-year medical adult day care pilot program in Fayette County, West Virginia, beginning July 1, 2026, to provide weekday daytime services with licensed medical and administrative staff

Targets older adults and adults with disabilities, chronic medical conditions, cognitive impairment, or early to moderate dementia who need daytime medical supervision but do not require institutional placement

Authorizes funding between $750,000 and $1,250,000 to support startup costs, staffing, facility readiness, and initial operations

Requires the Department of Human Services to report annually to the Legislative Oversight Commission on Health and Human Resources Accountability on participation rates, health outcomes, caregiver stress reduction, and healthcare cost savings

Allows the Department of Human Services to authorize a statewide program if the pilot successfully demonstrates effectiveness in supporting aging in place, reducing hospitalizations, and delaying nursing facility placement
