Requires volunteer and part-volunteer fire companies to be members in good standing with the West Virginia State Firemen's Association to receive Fire Protection Fund allocations

Defines "good standing" as having no outstanding dues exceeding 90 days and not being under active suspension or expulsion by the Association

Adds explicit requirement for compliance with NFPA standards, OSHA regulations, and West Virginia administrative procedures (Chapter 29A)

Provides exemption from membership and fire loss data submission requirements for 90 days when records or property are destroyed by fire or natural disaster

Maintains existing requirements including fire loss data submission to the State Fire Marshal and firefighter training certification for at least 10 members (or 50% if department has 20 or fewer members)
