Requires West Virginia state agencies to remove trees on state-owned, leased, or right-of-way property that threaten structures on adjacent private property within six months of receiving a written request from the property owner

Allows private property owners to enter state property and remove threatening trees themselves if the state fails to act within the six-month deadline, after providing seven days' written notice

Permits property owners who remove trees to file claims against the state to recover costs and expenses incurred

Creates a shortened claims procedure for tree removal reimbursements when the state agency concurs and the claim does not exceed $10,000
