Authorizes the West Virginia Commissioner of Highways to designate specific localities within the state where higher wages are needed to recruit and retain Division of Highways employees competitively

Allows eligible employees in designated areas to receive locality pay differentials up to $10,000 per year in addition to their regular salary or hourly pay

Permits locality pay to exceed the maximum salary range established for an employee's position classification

Requires the commissioner to promulgate a policy directive establishing rules for implementing the locality pay program
