Eliminates the Commission on Holocaust Education and transfers its powers and duties to the Archives and History Commission

Abolishes the Public Land Corporation and transfers its property and management responsibilities to the Division of Natural Resources within the Department of Commerce

Eliminates the Records Management and Preservation Board and shifts its powers and duties to the Director of the Archives and History Section of the Department of Tourism

Repeals numerous advisory boards and commissions including the Women's Commission, Juvenile Justice Reform Oversight Commission, West Virginia Council on Aging, and multiple Medicaid Enhancement Boards

Consolidates the West Virginia Motorsport Committee, Flatwater Trail Commission, and Whitewater Commission functions under the Tourism Advisory Council or Division of Natural Resources
