Creates the West Virginia Refugee Absorptive Capacity Act requiring the Department of Human Services to evaluate whether communities can support refugee resettlement based on social services, healthcare, housing, education, employment, and law enforcement capacity

Allows local governments to apply for a moratorium (up to one year) on new refugee resettlement if they determine through public hearing that their community lacks sufficient absorptive capacity

Requires quarterly meetings between state refugee officials and local governments to coordinate refugee placement, with 30 days public notice and mandatory notification to legislators, law enforcement, and school officials

Mandates annual fiscal impact assessments and requires refugee resettlement organizations to reimburse the state for unreimbursed costs proportional to the number of refugees they helped resettle

Authorizes the Governor to issue an executive order halting all refugee resettlement statewide if findings indicate adverse impact on existing residents
