Allows individuals with a concealed carry license under §61-7-4 to carry concealed deadly weapons inside State Capitol Complex buildings, with license shown upon entry if requested

Prohibits concealed deadly weapons in the Governor's office and Supreme Court chambers, including the entire third and fourth floors of the East wing

Grants the State Senate and House of Delegates authority to establish their own weapons rules for their respective chamber floors and galleries

Permits lawful carrying of deadly weapons, firearms, and pepper spray of any size on sidewalks and streets directly bordering the Capitol Complex grounds

Maintains existing prohibition on bringing deadly weapons into Capitol buildings for those without concealed carry licenses, while allowing firearms to remain locked and out of view in vehicles on the complex
