Establishes that produced liquids and solids (water and minerals in dissolved or undissolved form extracted during oil and gas drilling operations) are the property of the well operator

Declares that any substances reclaimed or removed from produced liquids and solids remain the property of the well operator and are not part of the mineral or surface estates of the property

Requires well operators to develop disposition plans for produced liquids and solids that comply with environmental regulations

Adds a new definition of "produced liquids and solids" to West Virginia's oil and gas code, covering all substances other than oil and gas extracted during drilling or well operation

Applies these ownership and disposition provisions to both conventional wells and horizontal wells regulated under the Natural Gas Horizontal Well Control Act
