Training must be provided by the WV Public Service Commission in collaboration with nonprofit organizations and state agencies, covering financial management, regulatory compliance, and operational best practices

Qualifying nonprofit training providers must be member-driven associations with at least five years of experience providing on-site training and technical assistance to small systems

Exempts governing bodies that already provide equivalent utility management training to their board members and senior managers from the formal training requirements
