Allows non-residential customers with electricity demand exceeding 1 megawatt to purchase power from competitive suppliers instead of incumbent utilities, effective January 1, 2027

Establishes a load capacity allowance of at least 20% of each utility's weather-adjusted retail sales that can be served by competitive providers, with automatic 10% annual increases if the cap remains fully subscribed for two consecutive years

Requires electric utilities to itemize customer bills by July 1, 2027, separating charges for distribution, transmission, generation/supply, program fees, credits, taxes, and other costs

Mandates competitive service providers obtain a commission license with a $10,000 annual fee and maintain at least $1 million in financial surety

Directs the Public Service Commission to prevent unreasonable cost shifting to non-participating ratepayers and submit annual reports on market participation to the Governor and legislature
