Establishes "Logic for Living" curriculum requiring semester-long courses in informal logic for grades 7-10 in all West Virginia public schools, covering argument analysis, logical fallacies, deductive and inductive reasoning, and evidence evaluation

Phases implementation across three years: 10 counties in 2028-2029, 20 additional counties in 2029-2030, and final 25 counties in 2031-2032

Assigns the Washington Center for Civics, Culture, and Statesmanship at West Virginia University responsibility for developing standards, curriculum, instructional materials, assessments, and teacher training programs

Creates separate teacher endorsements in logic for grades 7-8 and grades 9-10, valid for five years, with the Center authorized to offer stipends and incentives for teachers obtaining endorsements

Requires the Center to report initial implementation plans to the Joint Standing Committee on Education by September 30, 2026, with ongoing biannual progress reports thereafter
