Luggage provided becomes the child's personal property and cannot be reclaimed by the department or retained by foster parents

Mandates the department track and record every instance when a trash bag is used to move a foster child's belongings, including the reason luggage was not provided

Requires annual reporting to the Legislature on trash bag usage incidents and luggage inventory management, with an effective date of September 1, 2026
