Establishes a moratorium on school closings and consolidations in West Virginia to allow the Legislature time to revise the school funding formula

Pauses any in-progress school closures to permit county boards of education to vote on whether to hold an emergency levy election as a special election

Requires the state to supplement minimum expenses associated with paused school closings, with the amount equal to the estimated savings from the closure or consolidation

Exempts schools that have already been closed from the pause provisions

Requires the State Board of Education to promulgate rules implementing these new provisions by June 1, 2026
